Election of Chairman


In the absence of Mr M Brench the current Chairman, a resident read out a letter from Mr Brench  which confirmed that he would be willing to continue as Chairman of the Wigston Parva Parish Meeting if no one else wished to stand.


The Clerk invited nominations for the election of Chairman of the Wigston Parva Parish Meeting.

To approve the minutes of the meeting held on 17 May 2011 (enclosed).


The content of the  minutes of the meeting held on 17 May 2011 were questioned by a parishioner in respect of the number of complaints written in the minutes in relation to the noise levels when Hovercraft racing had taken place at the Shades, Coventry Road, Sharnford.


 The Clerk explained that the Environmental Team Leader had provided the information after the meeting held on 17 May 2011 and this information was added to the minutes to advise residents of the action taken to date and the number of complaints received by Environmental Health in respect of noise levels from 1 January 2011 to May 2011


However it was noted that since the meeting held on 17 May 2011, there were still problems  with noise levels when events had  taken place.




Matters arising from the Minutes


Noise Issues – The Shades, Coventry Road, Sapcote.


Cllr E White reported that the planning application seeking approval for the use of hovercraft training and competitions had been withdrawn.


Discussion took place with Councillors and Residents in respect of the continuing problems with noise levels when hovercraft racing had taken place.


Any Other Business


Ragwort on the side of the highway


A parishioner reported that ragwort was growing on the side of the road at the Smockington Hollow and Wigston Parva turn.


Cllr E White confirmed that he would look into the matter.


Since the meeting Cllr E White had provided the  information on ragwort and the Clerk had notified Leicestershire County Council who were going to send a Technical Officer to inspect the site and take action accordingly.


Warning Signs 4114 to A5.


The Chairman Mr M Brench reported by letter that the road edge warning signs before the entrance to his property had been broken after a minor accident, and requested that this matter be looked into.


The Clerk confirmed that she would write to Leicestershire County Council Highways in respect of this matter.





Councillors, Ian Hewson, Sheila Scott and Ernie White contributed to the meeting and provided information on;


  • Council Tax – Blaby had frozen the Council Tax this year.


  • Blaby District Council had joined forces with Lloyds Bank to help first time buyers in the district onto the housing ladder. As part of the scheme the Council will help people who can afford the mortgage repayments but not a large deposit, to secure a house by guaranteeing up to 20 percent of the total value of the mortgage taken out with Lloyds Bank.


  • A trial collection service had taken place over a  four week period, where refuse and recycling will both be collected every week, using two bins and one vehicle. The Council wanted to reduce the amount of containers, the sorting by residents and the number of vehicles involved.


The aim was to make it easier for people to recycle whilst reducing the cost and the environmental impact of the service.
