To approve the minutes of the meeting held on 24 April 2013  (enclosed).

Minutes:

The minutes of the meeting held on 24 April 2013 ,as circulated, were approved and signed as a correct record.

2.

Matters arising from the Minutes

Minutes:

Site adjacent to the Manor House

 

The Chairman advised the meeting that a developer had circulated a leaflet to residents earlier in the year outlining a proposal for a residential scheme, he confirmed that no further communication had been received from the developer and that a planning application had not been submitted to date.

3.

Planning Matters - Aston Flamville

Minutes:

The Chairman went through various planning applications within Aston Flamville, and he reported that the applications were mainly for small extensions on properties and permission to lop/remove trees.

 

The residents and Cllr E White discussed this item.

4.

Fosse Villages Neighbourhood Plan, Steering Group

Minutes:

The Chairman updated the meeting on the Fosse Villages Neighbourhood Plan, Steering Group and he stated that he had attended meetings at Sapcote.

 

The Chairman advised the meeting that he would report back on this at a later date.

South West Leicestershire Transport Study

Minutes:

The Chairman reported that he had received a document in respect of the South West Leicestershire Transport Study.

 

Residents and Cllr E White discussed this item.

 

The Chairman advised the meeting that further information could be found on the website at www.leics.gov.uk/south west leicestershire transport

Any Other Business

Minutes:

 Cllr I Hewson

 

Cllr I Hewson advised the meeting that a leaflet entitled “Keeping Well This Winter” had been produced and that it was available from the Pavilion,  Sportsfield Lane, Huncote LE9 3BN the leaflet could also be accessed from the website www.blaby.gov.uk/sports...clubs...and...centres/the...pavilion

 

He also reported on the recycling collection service which had been a great success together with the amount of money that had been made due to the return of the boxes and bins that had been used previously.

 

 

Cllr E White

 

Cllr E White advised the meeting on the Leicestershire County Council cuts to services, he also reported that Public Health had been transferred to the County Council and this had been funded by the Government.

 

He reported that he was Chairman of the Health and Wellbeing Board and was looking into a programme for Mental Health and the prevention of illness and winter deaths.

 

Broadband

 

A resident asked a question about the delivery of Fibre Broadband to Aston Flamville, Cllr White responded that there would be further investment and that the target completion for all areas would be 2018.

Traffic Calming

 

A resident raised concerns over traffic speeding through the village particularly recycling vehicles going to and from the Green Waste Composting site, Sharnford Road, Aston Flamville.

 

It was also reported that the 30mph sign had been obscured by a branch on a tree, the Clerk to the meeting said that she would investigate.

 

Residents and Councillors discussed ideas for traffic calming and a volunteer traffic watch scheme, and it was decided that an action plan for traffic calming measures would be emailed to the Chairman.

The date of the next Aston Flamville Parish meeting to be arranged in consultation with the Chairman for a date in April/May 2014.
