Election of Chairman


The Clerk invited nominations for the election of Chairman for the Aston Flamville Parish Meeting.

To approve the minutes of the meeting held on 2 May 2012  (enclosed).


The minutes of the meeting held on 2 May 2012, as circulated were approved as a correct record, subject to the amendment under the heading ”Bonfires” to read “Sunny mornings” and not “Sunday mornings”.


Matters arising from the Minutes


The Shades, Sharnford


The Chairman reported that he had spoken to the Planning Department at Blaby District Council in respect of a new application that had been submitted in respect of the Hovercraft Racing at the Shades.


The Chairman explained that the application was to hold Corporate and Voucher Hovercraft  Events but to date the application had not yet been considered.







Any Other Business


The Chairman advised parishioners that a Parish Meeting had not been arranged in October 2012 as he had attended a meeting at Sapcote in respect of Fosse Villages which had been very well attended, he confirmed that he had posted information in respect of the meeting to all residents. 




Legal Matters


The Chairman reported that the Audit of Parish Meetings would be undertaken by private consultants – Grant Thornton.


He confirmed that as there was no parish precepts, the meeting did not have to approve any accounts, so a nil return would be forwarded to the Auditors.


Blaby District Local Plan


The Chairman advised the meeting that in the Blaby District Local Plan adopted February 2013 within its Local Plan(Core Strategy) Development referred to Hamlets and very small villages. The very small villages of Aston Flamville, Leicester Forest West, Potters Marston and Wigston Parva had a very poor range of services and facilities. Public transport services were also infrequent or non-existent. These settlements were not considered sustainable locations for new development and no further growth is proposed in Aston Flamville( above existing completions and commitments).


Site adjacent to the Manor House


The Chairman also informed the meeting that he had previously held a meeting with K Downes, the site owner and developer, and an architect in relation to the above site. Some years ago a Planning Application for one large house at the site had been refused. No proposals were discussed other than for one dwelling, but a new Application may be reconsidered again for one dwelling, to date there was no action  to report.


For Information


After the April Parish Meeting a developer circulated a leaflet to some residents  outlining a proposal for a residential scheme with no layout plans, seeking up to 5 new dwellings.


Many residents responded objecting to the development in principle, as did the Chairman on behalf of the Parish Meeting, as no further communication and no planning application had been submitted, there was no formal action to be taken.






Fosse Villages Neighbourhood Plan


The Chairman also spoke about the Fosse Villages Neighbourhood Plan. He  confirmed that the application by the Fosse Villages Neighbourhood Plan Group for Fosse Villages to be Designated as a Neighbourhood Area had been approved. He informed residents that information regarding the Neighbourhood Plan could be found on the Leicestershire Forums Blaby South website.


Parking on the Highway


The Chairman reported that there had been overnight parking on Lychgate Lane and that on the 13 April 2013 a number of cars had been broken into.


Michael Butterfield


The Chairman spoke about the sad loss of Michael Butterfield, who passed away in February 2013, he had been a resident of Aston Flamville for many years and would be sadly missed.



Councillor Sheila Scott


Councillor Sheila Scott updated the meeting in respect of the following items:
