The minutes of the meeting held on 23 November 2016 were approved as a correct record.

2.

Budget Update pdf icon PDF 198 KB

Minutes:

The Chairman, Cllr. Chris Frost welcomed Cllr. David Freer – Portfolio Holder for Partnerships & Corporate Services and Penelope – Chair of the Youth Council to the meeting.

 

The Democratic Services, Scrutiny & Governance Manager presented the budget update, key points of which included:

 

·        £3,176.14 remains in the 2016/17 approved budget, Members of the steering group will decide as to whether these remaining funds are carried forward into the 2017/18 budget, which currently stands at £8,000.

 

·        £1,199.58 was spent from the 2016/17 budget for training which will be provided in 2017/18, that being a Chairing Skills event, delivered by Nelson training.

 

Members agreed to carry forward the remaining funds from the 2016/17 budget into the 2017/18 financial years budget.

 

Members discussed the option of utilising an external facilitator for the development of the Scrutiny Work Programme.

Charter Re-Accreditation Action Plan pdf icon PDF 148 KB

For Members to consider the update to the Action Plan.

Minutes:

The Democratic Services, Scrutiny & Governance Manager presented the Charter Re-Accreditation Action Plan and provided Members with an update as to the progress made against the identified areas for improvement.

 

Members discussed the option of strengthening the use of the councils e:learning package Athena, and the need to ensure that any such training would be engaging to those completing it, rather than just reading text from a screen.

 

Members agreed that e:learning would be beneficial for the Member induction process, the Democratic Services, Scrutiny & Governance Manager responded that as the Athena system is managed by the Human Resources Department the possibility of a presentation being provided to members regarding Athena in anticipation of a 2019 roll out, would be considered.

 

Members discussed the possibility of the Chair providing an update to Council regarding the work of the Member Development Steering Group.

 

The Democratic Services, Scrutiny & Governance Manager advised Members that PDA’s were still ongoing and offered the assistance of the Democratic Services Team to each group to aid with their completion, should it be required.

4.

Planning Masterclasses pdf icon PDF 172 KB

For Members to consider:

 

·        The effectiveness of the Masterclass method

·        Other areas Members want to see explored

·        Whether this approach should be extended to other areas/departments

 

Minutes:

The Democratic Services, Scrutiny & Governance Manager presented a summary of the feedback of the Planning Masterclass series, and asked Members for feedback regarding the possible expansion of the Masterclass series to other departments within the Council.

 

Members discussed the possible expansion of the masterclass series and identified the following potential areas of training need.

 

·        Building Control & Enforcement

·        Licensing

·        Welfare & Benefits

·        Environmental Regulations

 

Members agreed that the Environmental Regulations was a particularly wide scope for a potential masterclass and suggested that perhaps 2 sessions would be required for this topic.

To consider the evaluation of recent courses, including:

 

·        Scrutiny Finance Training – 24th November 2016

·        Emergency Planning Training – 28th November 2016

·        Planning Masterclass (5 year Housing Land Supply) – 19th January 2017

·        Social Media Training – 30th January 2017

·        Planning Masterclass (Housing & Employment Needs and Distribution) – 7th March 2017

·        Data Protection Training – 9th March 2017

 

 

Value for money exercise on recent courses:

 

·        Identify which exercises this is done for and results

o   Evaluate public speaking training session which had attendees from HBBC

The Democratic & Scrutiny Services Officer presented the evaluation of recent courses.

 

Members commented on the low numbers of responses to Member Implementation Feedback forms which were sent out several weeks after a training event having been held, and suggested that during the chairs presentation to Council, the importance of Member training feedback could be emphasised.

 

Members considered alternative methods via which the information required the evaluation of Member training could be attained, including the option of a small number of Members providing feedback face to face with a member of the Democratic Services Team.

 

The Democratic Services, Scrutiny & Governance Manager agreed that alternative methods of collating this information could be trialled.

 

Members agreed that it would also be useful for group whips to be provided with information relating to the completion of training evaluation forms.

Member Development Programme and Update on PDA's pdf icon PDF 23 KB

To consider the identified training needs from the Personal Development Appraisal’s to date.

 

Members to update on the progress of outstanding PDA’s or any identified training needs from each Group.

The Democratic Services, Scrutiny & Governance Manager provided members with an update of the Member Development Programme and PDA’s.

 

Members commented on the low number of PDA’s which have been completed to date, though noted that common themes amongst training needs can still be identified, most notably Chairing Skills.

 

The Democratic Services, Scrutiny & Governance Manager responded that the Chairing skills training session scheduled for May, was booked prior to having attained this snapshot of identified member training needs.
