To consider the report of the Council Tax Income and Debt Manager (enclosed).

Decision:

DECISIONS

 

1.    That the Tax Base for the year 2021/22 is set at 33,977.11.

 

2.    The amount calculated by Blaby District Council as the Council Tax Base for each of the District’s Parishes for the year 2021/22 is shown at Appendix C of the report.

 

3.    That the Tax Base is prepared without taking into account special expenses under Section 34a and 35 of the Local Government Finance Act 1992.

 

Reasons:

 

1.    The Council is statutorily required to set its base each year by 31st January before the subject year.

 

2.    To enable the Tax Base to be prepared without taking into account special expenses as explained below.

DECISIONS

 

1.    That the amount calculated by Blaby District Council as its National Non Domestic Rate Base for the financial year 2021/22 shall be £47,724,838.

 

2.    That delegated authority is given to the Section 151 Officer in consultation with the Portfolio Holder to make amendments, if required, to the draft National Non Domestic Rate Base prior to submission of the NNDR1 return by 31st January 2021.

 

Reasons:

 

1.    The Council has a statutory obligation to set its National Non Domestic Rate (NNDR) Base for 2021/22 by 31st January 2021.

 

2.    It is appropriate for the S151 Officer to have authority to amend the National Non-Domestic Rate Base in line with the finalised NNDR1 submission.

Other options considered - None. The setting of the NNDR Base is a statutory requirement.

DECISION

 

That the changes to the Finance establishment detailed in paragraph 4.2 of the report, at an estimated additional cost of £32,186 be approved.

 

Reason:                   

 

The new structure will improve resilience within the Finance team, improve reporting lines, and provide greater capacity to provide increased financial support for partnerships such as Lightbulb, Building Control and Kick Start.

Other options considered:

 

1.    No change. The structure could be left unchanged and appointments be made on the basis of existing working hours. This is likely to mean that the Strategic Finance Manager would need to continue to get involved in day to day operational issues. It would also perpetuate the issue of confused reporting lines in respect of the Exchequer Services team

 

2.    Leave the structure as it is but increase part time posts (Treasury & Taxation Accountant/Monitoring & Reporting Accountant) to full time. This would work out cheaper but would not resolve the issue of absence support for Exchequer Services, or the confused reporting lines. It also leaves more of a top heavy structure.
