That the latest Capital Programme totalling £6,404,593 is accepted, including £80,000 in respect of the Grange, Narborough, subject to consideration and acceptance of the additional investment at the forthcoming meeting of Full Council.

 

Reason:

 

To ensure that the Council has adequate resources in place to meet its capital expenditure commitments.

That the financial performance against the budget for the quarter ending 30th September 2020 is noted and the contribution from General Fund balances of £144,394 is accepted.

 

Reason:

 

The Council’s performance up to 30th September 2020, together with known commitments for the remainder of the financial year, indicates that a significant contribution will be required from balances to mitigate the financial effects of COVID-19.

RECOMMENDATIONS TO COUNCIL

 

1.     That the latest position in respect of treasury activities, and the prudential indicators, are noted.

 

2.     That the position in respect of the Lothbury Property Trust is considered and the investment maintained.

 

Reasons:

 

1.     The regulatory framework governing treasury management activities includes a requirement that the Council should, as a minimum, receive a mid year treasury monitoring report in addition to the forward looking annual treasury strategy and the backward looking annual treasury report.

 

2.     This report fulfils the requirement above and incorporates the needs of the Prudential Code to ensure adequate monitoring of capital expenditure plans and the Council’s prudential indicators. The treasury strategy and prudential indicators for 2020/21 were contained in the report approved by Council on 20th February 2021.

 

3.     Although the estimated value of the Lothbury Property Trust has fallen compared to the Council’s initial investment it is considered that markets will recover in the medium term and there is no need, at present, to withdraw from the fund.

Reason:

 

To ensure that the fees and charges for 2021/22 are formally set and approved.

Other options considered: Not to review the fees and charges. However, it is considered appropriate that, where possible, charges should be set at a level necessary to achieve full cost recovery.

1.     That the latest forecast in respect of the 2020/21 establishment is accepted.

 

2.     That the proposed establishment budget for 2021/22 is approved.

 

Reasons:

 

The cost of the establishment is a significant part of the council’s overall budget and members are asked to consider and approve the budget for the next financial year. The final establishment costs will be incorporated into the General Fund budget for consideration in February 2021

Other Options Considered: Not to produce a separate report on establishment costs ahead of the main budget proposals. This option is not considered appropriate given that the establishment budget constitutes such a significant proportion of core costs.

That the progress of the Equality Objectives be noted.

 

Reasons:

 

1.     The Council is required to report progress against Equality Objectives under the Public Sector Equality Duty of the Equality Act 2010.

 

2.     It is appropriate to report progress to Members to satisfy Cabinet Executive that the Council is making progress against the Equality and Diversity agenda.
