Public Speaking

Pursuant to part 4, section 7 of the Councils Constitution in relation to public rights of participation in planning applications, the Chairman allowed the following to give a 5-minute presentation:

DECISION

 

THAT APPLICATION 21/0512/FUL BE APPROVED SUBJECT TO THE APPLICANT ENTERING INTO A SECTION 106 AGREEMENT OR UNILATERAL UNDERTAKING TO SECURE THE FOLLOWING:

 

1.    A contribution for travel packs and bus passes

 

AND SUBJECT TO THE IMPOSITION OF THE FOLLOWING CONDITIONS:

 

1.    3 year time limit.

2.    Approved plans.

3.    Materials to be submitted and agreed.

4.    Hard and soft landscaping scheme to be submitted including boundary treatments.

5.    Landscaping scheme to be carried out.

6.    Tree protection measures to be undertaken in accordance with approved plan.

7.    Notwithstanding the submitted details, a biodiversity net gain strategy (and associated plans) and 30 year management plan to be submitted and agreed and adhered to.

8.    Finished floor levels and land levels to be agreed.

9.    Construction traffic management plan & Construction Method Statement to be submitted and approved including demolition plan.

10. Development to be built in accordance with access arrangements

11. Existing vehicular access to be permanently closed.

12. Parking and turning to be implemented in accordance with approved plan.

13. Foul water drainage details to be submitted.

14. Surface water drainage details to be submitted.

15. Management of surface water on site during construction to be submitted and agreed.

16. Long-term maintenance plan of the surface water drainage system within the development to be submitted and approved.

17. Details of a lighting plan & CCTV to be submitted and approved.

18. Details of any plant and machinery to be submitted and approved.

19. No further openings/windows without prior approval.

20. Demolition of existing Kathleen Rutland care home within a year of occupation and site to be landscaped in accordance with details to be submitted to the District Planning Authority.

21. Use to remain a care home with ancillary facilities.
